We are highly qualified and accredited, but it is our decades of practical experience spanning the breadth of the property, construction and housing industry that gives us our edge.
Our years of award-winning practice in the commercial, private and social housing sub-sectors span operational, strategic and Board level. This means we have experience of dealing with disrepair on the ground, managing asset and disrepair strategy and policy at tactical level, and overseeing and steering organisations at senior leadership and Board level. Through our extensive and direct experience in the sector, including small, medium, large and G15 Housing Associations, we have a deep understanding of the legal and regulatory requirements, reputational risks and media scrutiny, financial pressures, the impact poor housing conditions have on tenants and their families, and all the modern day challenges arising from disrepair and asset management.

Our unique model is made up of nine steps, tools and measures, which are combined to strengthen the response to disrepair cases and legal claims, de-escalate or stop cases in their tracks and all-importantly ensure homes are in a good condition and compliant and safe for residents.

Accurate diagnosis of defects is essential for effective resolution, risk and case de-escalation, resident wellbeing, and asset longevity. We exclusively use highly qualified and experienced RICS Chartered Surveyors, use high quality equipment, and only provide high quality reporting, assessments, and expert witness reports.

Quality of workmanship is a critical jigsaw piece. Landlords want to know that remedial works are completed to a good standard and have resolved the disrepair, and tenants want to trust that the issues are genuinely fixed and the home they are paying for is in a good, safe condition. Poor quality works and recurring issues are a significant challenge, and can be hard to de-escalate, and as well as bringing legal and reputational issues for landlords, and health or safety risks to tenants. We offer independent post-work inspections and snagging, and project management of works for your particularly challenging cases, offering an extra layer of assurance and evidence to help you navigate the aftercare process.

We have developed a risk rating matrix, designed to help social landlord's decision-making around prioritisation, occupation, media risk management, disposal, and other factors. We have devised this with the Homes (Fitness for Human Habitation) Act 2018 and Local Authorities' Housing Health & Safety Rating System (HHSRS) in mind, and as an extra tool to enhance effective case management to benefit both landlords and tenants.

Integrating this high-tech equipment is not just important for diagnostic reliability, but for strengthening evidence in legal cases. Access is a significant issue for residents, landlords and contractors alike, and the impact costs hundreds of thousands of pounds in charged wasted journeys, resident complaints and feedback, time delays, prolonged legal costs, and an array of other issues. We know disrepair is already inconvenient to tenants, and non-access is inconvenient to landlords, so we want to help by offering appointment flexibility for people struggling to give access during traditional hours. To help with access negotiation, we make a number of appointments available outside of our usual business hours (weekdays 9am-5pm), with early morning, evening, and weekend slots.

Where a disrepair claim relates to a property within a building or an estate, proactive steps to detect common issues across other homes, or assurance of an isolated issue, can lead to invaluable evidence. We can carry out a property survey in a comparable property (for example, a survey in a basement flat in Block A, as well as the the basement flat in Block B) as part of a proactive measure to help resolve the disrepair, make sure landlord's get to the true root of the issue so tenants are free from disrepair long-term, and to help landlords get ahead of or prevent any wider problems.

We know that appointing a single joint expert for disrepair cases can be the difference between a case being resolved quickly and smoothly rather than a long, drawn out, and often challenging process. It is better for both the resident and the landlord, and the pre-action protocol for housing disrepair encourages single joint experts because of this. It is common to charge an increased fee when appointed as a single joint expert, but at Rare we do not charge any additional fees whether we are a single joint expert or just appointment for one party. This is part of us doing our bit to encourage the appointing of a single joint expert, as this is more cost effective to both parties, more aligned to the pre-action protocol, and better for the overall process and experience for the tenants.
